ESTHER WANNING from the California organization “Health Care for All” explained the plan for a single-payer financed health care that can be a cost-effective method for financing and administering a universal health system. “Health Care for All” promotes a single payer system in California that would establish a health insurance plan to cover all residents and to replace all other health insurance plans, public and private. The plan would be administered by a single State Health Agency with local branches, and would be financed by state health taxes and federal money that now goes to health care, such as Medicare, MediCal and Champus.
